ICDR Community & Immigration Services

The ICDR is a 501 (c) 3 non-profit social service organization, of which one of the primary objectives is to provide low- and/or no-cost immigration legal services to low-income and indigent communities in need of such assistance within the United States under the 8 C.F.R. We will provide immigration legal services that are free or low-cost primarily to low-income and indigent clients within the United States under the 8 C.F.R. § 1292.11(a)(1), (b) after the approval of the ICDR’s Recognition and Accreditation from the U.S. Department of Justice/EOIR/OLAP. We've applied for DOJ Recognition and Accreditation to be authorized to provide immigration legal services (DOJ R&A is in the review process).

The ICDR has built visibility and credibility through networking, collaboration, and outreach activities in order to sustain and expand our services. Please click here to see our services.

We coordinate with attorneys and staff attorneys through affiliate or partner organizations, such as USCRI and VLNDC, to which we will refer our clients on complex immigration matters. Our law graduates and interns/volunteers help the organization to expand our program’s capacity. These law graduates with immigration experience assist us with research, advocacy, and educational activities supporting our social service.

Seattle First US City To Ban Caste Discrimination

The Seattle City Council on Tuesday added caste to the city’s anti-discrimination laws, becoming the first U.S. city to specifically ban caste discrimination. Calls to outlaw discrimination based on caste, a division of people based on birth or descent, have grown louder among South Asian diaspora communities in the United States. But the movement is getting pushback from some Hindu Americans who argue that such legislation maligns a specific community. - Credit: US News LIVE | News18

Fighting Caste-based Employment Discrimination, Labor Exploitation, and Injustice in the USA: August 24, 2022

Washington, D.C., Civil rights leaders, and legal experts urged Congress and government agencies to interpret Title 7 of the Civil Rights Act of 1964 to encompass caste discrimination. Legal experts clarified by giving an example of Case law that caste is protected under the Equality Act. Speakers said, “it is time to push the federal agencies to provide more protection and apply anti-discrimination laws, including Title 7 and Section 1981, to protect against caste-based discrimination in areas of employment. Legal experts appealed to individuals who have experienced caste-based discrimination in the workplace to file these complaints so that federal, state, and local agencies can investigate them.

On June 21, 2014, Washington, DC: the International Commission for Dalit Rights (ICDR) in collaboration with Dalit and Amebedakarite Organizations from USA, Canada, UK, Europe, India, Nepal, Pakistan and other South Asian Countries organized Global March in DC to increase awareness of the issues faced by millions of caste-affected individuals worldwide. ICDR Founder and President Dil Bishwakarma (who goes by DB Sagar) said “This march is about restoring the basic human rights that are denied to people every day at the hands of the caste system. The United Nations has done extensive work that documents the perils of caste discrimination and the United States can take the global lead in eradicating this gross injustice. In-front of the White House, Mr. DB Sagar made a special remark and urged the President Obama to speak up and stand for the elimination of Caste-based Discrimination and sexual violence. He urged Mr. President to endorse Draft UN Principles and Guidelines for the Effective Elimination of Discrimination based on Work and Descent established by the UN Human Rights Council (A/HRC/11/CRP.3); and also called the US Congress to pass a binding resolution against caste-based discrimination that mandates action by US government agencies in caste-affected countries.
